Admin./ biographical historyThe Committee of Reference was appointed by the Royal Colleges of Physicians and Surgeons of England, 8th April 1916, "to advise the Government Departments concerned through the Central Medical War Committee, on any case affecting the several Metropolitan Hospitals and Medical Schools during the war in respect of medical men on their staff with regard to whom the question arises as to whether a particular individual is indispensable or would suffer excessive personal hardship if required to enter Military Service: and further advise on the case of any other medical men in England or Wales in respect of whom the Central Tribunal under the Military Service Act thinks it desirable that this Advisory Committee should be consulted."

Scope and ContentThe contents of these two volumes were kept by Sir D'Arcy Power (Honorary Librarian of the College). They are marked "Strictly Confidential" and headed "Acts 1916-1917/1918-1919 of the Committee of Reference on the drafting of medical officers to the army during the War of 1914-1919". The papers are mostly typescript, with some printed documents and occasional annotations.
1. The contents of Volume I include: the letter setting out the purpose of the committee; blank forms to be used to record details of medical staff; completed forms for hospitals including St Bartholomews and Guy's; agendas; minutes; memorandum e.g. on venereal diseases; notes of cases summoned by the committe to claim exemption from war duty; reports.
2. The contents of Volume II are similar to those of Volume I but also include: a list of members of staff at hospitals and medical schools who are urgently required back from service by hospitals, c1918; a copy of the rota of physicians and surgeons who acted as assessors, compiled by the Medical Assessors Board, 1918; papers re. the grading of men for military service.
